September 17, 2020, at the Crocus Expo IEC as part of the 3rd International Specialised Exhibition of Professional and Household Chemistry, Cosmetics, Hygiene Products, Raw Materials, Ingredients and Packaging ChemiCos 2020 and the International Research and Expert Forum “Growth Resources. Chemistry for Life: State and Business” held a meeting on the development of raw materials base for plant protection chemicals.

The event was attended by A.S. Krupsky, Deputy Division Head of the Department of Chemical and Technological Complex and Bioengineering Technologies of the Minpromtorg of Russia, V.I. Alginin, Executive Director of the Russian Union of Plant Protection Chemical Manufacturers, S.D. Karakotov, General Director of JSC “Shchelkovo Agrokhim”, Academician of the Russian Academy of Sciences, R.R. Dashkin, Executive Director of the Association “Technological Platform “BioTech2030”, A.G. Osmakova, Deputy Director General for Development and Investment of the Federal State Enterprise “Y.M. Sverdlov Plant”, А.V. Smirnov, General Director of JSC “PO “TOS” K.Yu. Pyankov, Director for Business Development “Norkem Limited”, M.R. Matveev, representatives of JSC “Spetskhimiya”, “Metadinea Metafrax Group”, group of companies “Titan”, “Zirax”, “Fertility Agency”, KAO “Azot” and others.

Vladimir Alginin, Executive Director of the Russian Union of Plant Protection Chemical Manufacturers, delivered a short speech on the prospects for the development of production of active substances in the Russian Federation. He noted the positive dynamics of the industry’s development, but at the same time pointed to the presence of high import dependence, the need for a comprehensive system and administrative support and the development of a targeted government programme aimed at creating its own production of active substances that are in demand in the domestic market and have export potential.

The initiative of the Russian Union of Plant Protection Chemical Manufacturers to develop a comprehensive state programme, including the development of technologies, identification of sources of raw materials and intermediates, and attraction of financial resources was supported by the general director of JSC “Shchelkovo Agrokhim”.

In his speech, Academician Karakotov emphasised that the current situation undoubtedly poses serious risks to the sustainability of agricultural production in the country and cited data revealing the potential for import substitution of active substances in the Russian Federation. Salis Dobayevich expressed his readiness to provide technologies, in particular for the bentanazone, and the scientific development of “Shchelkovo Agrokhim” for the expansion of existing and the creation of new semi-products production.

The final report was made by Dashkin Ratmir Rinatovich, Director of Mendeleev Engineering Centre of D.I. Mendeleev Russian Chemical Technical University. Ratmir Rinatovich paid more attention to the development of low-tonnage chemistry in Russia, noted a wide range of applications of low-tonnage products and the expediency of creating a digital system that allows analyzing the total volume of consumption, including in related industries, particularly pharmaceutical.

In his speech, he drew the attention of the meeting participants to the advantages of forming a nodal, modular system for small-scale production, allowing the enterprise to adapt to the rapid introduction of new technology or the expansion of the assortment matrix.

As part of the discussion, the meeting participants emphasised the need to eliminate double certification of an export product, to finalize risk profiles as a tool to combat grey imports, and noted the lack of qualified personnel.

Taking into account the conditions for the constant expansion of sanction measures against Russia, the Director of the Mendeleev Engineering Centre of D.I. Mendeleev RCTU proposed to form a list of low-tonnage products of strategic importance for national food security and to think about forming a relevant state reserve.

Summing up the discussion, A.S.Krupsky, Deputy Head of the Chemical Industry Division of the Department of Chemical and Technological Complex and Bioengineering Technologies of the Ministry of Industry and Trade of the Russian Federation, once again noted that the condition for the formation of stable production of plant protection chemicals for consumption in the Russian Federation and the expansion of export supplies is the development of own production of active substances. Alexey Sergeevich stressed that the information provided was very informative and invited the participants of the meeting to constant interaction and continuation of collaborative work.

As a result of the meeting, it was decided to study the possibilities of placing the production of import-substituting components for plant protection chemicals on the capacities of existing chemical enterprises, including FCP “Y.M. Sverdlov Plant”, Group of Companies “Titan”, “Metadinea Metafrax Group”, Group of Companies “Norkem”.
